If a PIN has been issued as a call for competition or if the contract has specifically been included in the PIN a utility can shorten the timescales for receipt of tenders under the open procedure. The timescale can be reduced from 52 days to 36 days but never less than 22 days. Using an approved e-sender can allow a reduction of these timescales by a maximum of 7 days. These timescales are only allowed if the PIN has been with the OJ more than 52 days or less than 12 months before contract notice is dispatched.
