Under JCT Design and Build Contract, if an employer makes a specific request in a contract which has been signed, and it is then omitted from the final project, can the employer insist on it being inserted at no extra cost?

Yes. In legal terms, the employer’s requirements take precedence over the contractor’s proposals and preferences.
