Should you submit a quotation for a CE even if the PM had rejected the notification ?
Not a lot of point in submitting a quote if they have rejected the principle that is a CE - as they fill simply “file” the quote either in the bin or the shredder. Furthermore if you are using a cloud based system to manage the flow of NEC communications, it won’t let you submit a quote into the system if the PM has not agreed it is a CE and requested a quote from you.
You would be better spent with your time beefing up your argument as to why it is a CE in the first place, rather than simply submitting a quote for something the PM believes they will be paying nothing for what ever your quote says.
