Is anywhere in NEC4 listed explicitly that the Contractor must submit for approval any material that they intends to use as part of the the permanent works?
No not in the contract specifically - any materials the Client wanted to accept would have to be identified within the Scope to be a contractual requirement. Otherwise the Contractor would not need to seek acceptance of a material - as long as it complied with the requirement of the Scope that is their choice.
