NEC ECC: Contractor behind on pricing compensation events

If a Contractor is behind in pricing/ Quoting for around 30 CEs on an NEC option A Contract, would that be considered poor practice if they took a new QS on and expected them to price them, when they hadn’t even visited site and no prior information about the Project?

It sounds an entirely reasonable strategy for dealing with a backlog, it won’t go away on it’s own and if the existing resource is struggling to stay on top of them the Contractor is at risk of the PM making an assessment of the cost and time which is not a position most Contractors would want to put themselves in. Its the new QS’s job to ascertain the facts and circumstances surrounding each event and to take these into account when producing the CE quotation.
