Can a local authority force an owner / occupier to take action with regard to a dangerous building?

In severe circumstances, a local authority is legally permitted to take immediate action to resolve a dangerous building or structure. Should the local authority incur any costs in so doing then the owner / occupier of the structure can be held liable to pay them.
