With regard to EU procurement legislation, what are the specific award criteria?

These criteria are listed within Regulation 30 of the Public Contracts Regulations 2006. There are two specific criteria that can be used, either the lowest price or various criteria aimed at identifying the most economically advantageous tender. The further criteria listed in the regulations state that the most economically advantageous tender must account for quality, price, technical merit, aesthetic and functional characteristics, environmental characteristics and running costs, although this list is not exhaustive.
