There is no explicit reference within the existing legislation to partnership sourcing, although as European Commission rules strongly emphasise the importance of treating all bids with equanimity, it is possible that such a close relationship between a purchaser and a client could be deemed inappropriate. But there is no regulation outlawing it in principle.
