Procurement: With regard to procurement legislation, it is legally mandatory to send a cancellation notice to the OJEU?

There is no formal legal obligation to do so. However, a potential provider is legally obliged to notify all suppliers that expressed an interest in tendering that the contract has been cancelled, and indicate the reason(s) why.
