# What is meant by a failure to observe the rules of natural justice?

This is difficult to define precisely, but could reasonably be described by the following two concepts:

(i) behaving with impartialty;

(ii) conducting proceedings fairly, allowing both parties ample opportunity to present their case, and sufficiently comment on the arguments put forward by the other party.
