# Under highway works MoM is breaking out asphalt road surfacing breaking out "hard material"?

Sorry I dont have Highway Works to hand to quote actual clause numbers but if you go to the Specification for Highway Works it defines what “hard material” is.

Blacktop would usually in my experience have an associated planing item to price in the BOQ albeit the contractor may decide just to break it out
