Under an NEC3 Option A Contract is it correct that the Terminal Float can be increased as a result of a Compensation Event and never thereafter reduced as a result of a Compensation Event?

No. The plain English answer is that Terminal Float is always preserved - it doesn’t increase or decrease due to a CE. Similarly, if your Terminal Float is negative (i.e. planned Completion after Completion Date), that is also preserved in a CE. It puts you back where you started off.
