If an employer is not a third party under provisions of the Y(UK)3 option, does that imply that the employer has an automatic right to enforce any term(s) of a subcontract???

No I believe the opposite is true. Unless a third Party is named under Y(UK)3 then they have no rights under the contract further down the line.
