On an accepted CE, in quotation, if a Contractor’s assessment is deemed not to have demonstrated entitlement to time, is it sufficient for a PM Assessment to simply say, the impact programme does not show it, and therefore it is zero?

Is there not a requirement to prove that it is zero as much as there is a requirement for the contractor to prove that it is Xdays?

Yes there is an obligation on the PM to explain their own assessment - which includes how they got to the time element as well as the cost element. However the contract does not go into minutiae as to how much detail they should go into (and I am not sure it can) - but it should be enough detail that convinces the Contractor that they should not be taking this issue to adjudication.
