Can Key Dates be changed?

Yes. There are many instances when Key Dates can be changed. They can be changed if they are affected by a compensation event; the Project Manager has authority to change a Key Date (see Clause 14.3), but such a change may be a compensation event (see Clause 60.1(4)). Key Dates are also subject to the acceleration quotation (Clause 36) and Early Warning (Clause 16) procedures.
