Not sure where the reference to TSC came from, it was not in the original question. It is an ECC.
Your view on the status of the rates submitted are of interest, I will convey this to my counterpart at the Contractor, his current view was that as it was not carried forward into the executed subcontract document, including the inaugural minutes the rates have no standing.
