If a final account has been equitably agreed by an accountant and contractor, is it legally permissible for an architect to issue a final certificate equal to the amount agreed?

Legally speaking, no. Architects who issue final certificates on their own initiative face the distinct possibility of it being challenged, and indeed the certificate could easily be considered legally invalid.
