JCT DB16: In the event of insolvency, can a Employer damage the Contractor's property?

As the Employer is responsible for the security of the site in the event of insolvency can they damage the Contractor’s property such as padlocks, chains etc. if they refuse?

Under clause 8.7.2.1 the Contractor has an obligation to remove items from the Works when required in writing to do so by the Employer.

The Employer also has the right to protect the site, the Works and Site Materials so provided the measures taken are reasonable then yes the Employer may take such action (clause 8.5.3.3).
