NEC ECC: What happens if the client is asking for prelims back?

Design change meant a time saving, this increased contractors terminal float by 9 days, a cost saving was given on plant and materials. Are they entitled to prelim costs back as well?

Yes they are entitled to the prelim saving back that you are not going to incur as a result of this CE, just like you are entitled to extra prelims if they give a CE that extends the planned Completion.

The only benefit the Contractor does get is that Completion Date does not move, which increases terminal float which is protection against delay damages.
