The Project Manager may withhold acceptance of a submission by the Contractor and withholding acceptance for a reason stated in the contract is not a compensation event (see Clause 13.8). However, if the Project Manager withholds acceptance for a reason not stated in the contract and other than acceptance of a quotation for acceleration or for not correcting a Defect, it is a compensation event (see Clause 60.1(9)).
