NEC4 ECC: PM late to instruct contractor to submit a quoation for the compensation event

The Project Manager does notify this as a compensation event and instructs the Contractor to submit a quotation. The Contractor informs the Project Manager, 2 weeks after being instructed to submit a quotation for the compensation event, that it is impossible to meet the 3-week deadline.
The quotation is eventually submitted within the original 3 week period.

1. How should the Project Manager respond?

2.d.    The Project Manager fails to reply within 2 weeks and the Contractor notifies the Project Manager that the quotation is consequently deemed to be accepted. Is this correct?

Hemen, this sounds too much like an exam question for us to answer. The "2.d." also indicates it is an exam question.
