NEC3: Should you Implement 2 Contract Datas with one Form of Tender

Would I be right in thinking, where there is one form of tender but 2 contract data (i.e 2 individual sections of road) then each one is administered separately, or should it be as one contract? I am trying to get to where LDs apply (say 1000 each/day) then should these be to the individual section (possibly compounded) or remain as 1000/day for the ‘whole’ contract. It seems to me like sectional completion should apply rather than separate CDs? or is there another reason?

sounds messy, there should be one Contract Data, Part 1 completed by the Employer, Part 2 completed by the Contractor
