NEC FC: Framework Contract, what takes precedence?

What takes precedent when using an NEC 3 Framework Contract, is it what is written in the Package Order / Time Charge Order or the Framework Contract Data ?

For example, if the Framework Contract Data states for all Package Orders will apply , X1,X2, Z1,Z5 but the Package Order / Time charge order does not state this or states only a few listed prior what should the Contractor be adhering to ?

Under the Framework Contract - which is really an agreement - each individual Package is let as a separate contract. Consequently, having signed up to that contract, the terms of that contact would apply.
