FIDIC: Are safety barricades themselves considered as Temporary Works?

I can think of multiple different types of safety barricades some of which could be temporary works (particularly around traffic management) and some of which would be permanent works (eg central reservation barrier in a road). Therefore it will depend on the nature of the work and its overall purpose.
