Assuming the Contractor's design complies with Works Information and the applicable law; can Project Manager reject it? If so what are the implications?

PM can always reject for any reason, but if not a valid reason in the contract then this would become a compensation event under 60.1(9). Any rework of the design and any associated implications would be assessed within that compensation event.
