On a cost reimbursable ECC option C should the client be expected to pick up the contractors staff Professional Fees (e.g. RICS annual membership, or uni fees)
The NEC doesn’t specifically state the fees should be picked up therefore would assume they would be in the Fee. However another view could be that they are built into the employers salary?
This question arises from time to time. You are correct that neither the contract now the guidance notes are explicit on the point. However, I believe it would fall under a special allowance or would simply be caught by salary/wages. Where the employer is gaining the benefit of the extra qualifications and training then the cost of those will be payable under people costs.
