If the Contractor is asked for a quotation for an additional element of work which is the same as the priced bill of quantities, do they have to use billed rates?

No. For compensation events, only by agreement (both Parties agreeing) do you use B of Q rates under option B/D and activity schedule rates under options A/C. The default position is that you do not use rates and you build the quotation up from first principles in terms of Defined Cost (clause 63.13 in option B).
