Is it legally valid to claim increased costs by referring to national indices?

No. In a claim for costs the onus is on the contractor to demonstrate that the increase in costs has been the direct consequence of the incidents cited by the contractor, and there is also a legal requirement to calculate the precise amount of loss and expense.
