If an employer suffers no loss, is it still legally permissible to deduct liquidated damages?

Liquidated damages is an agreed sum that the parties have approved will be paid should certain events take place. The fact that a loss is difficult to estimate is irrelevant. Once the fee appears explicitly in the contract, and it has been agreed by both parties, the employer is legally entitled to recover the sum in the event of the contractor defaulting.
