Can the Employer terminate if the Contractor has substantially hindered the Employer or Others?

If the Project Manager has notified that the Contractor has substantially hindered the Employer or Others and has not stopped defaulting in this way after four weeks, then the Employer may terminate (see Clause 91.3 R14). A minor default of this nature, however, would not be grounds to terminate.
