What is implied by the request of a certificate of readiness for the preparation of bills of quantities from an architect?

Due to the nature of construction contracts, and the way that construction projects typically develop, it is unwise for any professional person to state that documents are fixed and that no further changes will need to be made. Thus, should an architect be asked for such a document as a certificate of readiness, (s)he should refuse.
