Under JCT SBC16, is the contractor bound to carry out additional work not measured as part of the Employers tender documents(BoQ)?

In general terms, yes the contractor will have to carry out the additional work. The question I suspect you are really asking is whether the change is additional in terms of extra payment. That will depend on the type of contract as the contracts differ on who takes the risk on quantities and accuracy of take off.
