NEC3 ECC: Under option C, if a quotation for a proposed instruction under clause 61.2 is not accepted because the proposed instruction is not now required, can the Contractor submit an NCE for the preparation costs of the quote, if so which is the correct clause under 60.1.

No!

There is no where in the contract that allows for this recovery (unfortunately). However, too many of these will mean you spend less time on them and they include more risk, so not in an Employers interest to load you with lots of unlikely events.
