Can we deduct CAR policy premium from Contractor's dues if both Contractor and Employer fails to pay it for one year in the middle of contract when it is under EOT

Assuming the CAR was a required insurance, if it is not provided then the Employer can obtain it and the cost is to be met by the Contractor (clause 86.1)
