Can the activities within the schedule be broken down as % completions of individual items I.e 1st 25% of Distribution Containment Installed, 2nd 25%... 3rd... etc?

I would strongly suggest that you do not do this as it then potentially becomes very subjective as to "what is 25% of the containment installed". Instead make it more tangible measurable elements such as physical quantity/meterage or amount complete in certain zones or areas - which will get you to the same point but with less likelihood of arguments.. The activity schedule is trying to make it a simple system to assess the interim valuations which is why it did away with percentage completes.

I would reinforce what Glenn has stated make the activity SPECIFIC and CLEAR so that there can be no argument as to whether an activity is complete or not.
